Secularism: How far can the Quebec government apply Law 21?

The judgement on whether the secular law, Law 21, is constitutional or not will be released any day now. The Quebec government is using the notwithstanding clause to allow Law 21 to work around the Canadian Charter of Rights and Freedoms. But just how far can the Quebec government apply this law?
Clarification: Law 21 does not prevent all public servants from wearing religious symbols, but it applies to teachers, police, prison guards, and lawyers.
