Inside the debate on harm reduction and public safety in Montreal

In Québec, Bill 103 has raised alarm among harm reduction advocates for granting municipalities greater control over safe consumption sites, a move they fear could restrict access to life-saving services. The issue took center stage during International Overdose Awareness Day on August 28 in Montréal, where community members mourned losses and demanded better support. Harm reduction worker Bawe Lambert emphasized that these sites foster connection, trust, and recovery—urging policymakers and media to highlight success stories and resist narratives that criminalize or stigmatize drug users.
